You can use the Service québécois de changement d'adresse to notify the government department or public body.

Registration certificate

You are required to notify the SAAQ of your change of address. You may do so by:

Calling the SAAQ
Going to an SAAQ service outlet
Mailing a letter indicating your change of address and the required information. Make sure you sign the letter.
If you have a driver's license, by using the Service québécois de changement d'adresse
